bsky pbllc owns/operates this. there are ideas about moving this into its own separate entity, but it still requires a central body. the good part is that save for did:plc abuse, this part of the AT system only needs to worry about getting a couple ssds, nothing else

you can technically migrate away from the llc's pds'es (also known as "mushroom pds"), but the process is somewhat involved. https://atpairport.com/ is the one that's in my mind that can do these migrations. but that remains fact that 95% of the network just doesn't really care about the decentralization bits, and stay on mushroom pds

NOTE: I think this will cause problems for bsky the company because while the cost per user is somewhat low at the pds layer, it is non-zero and bsky atm is a venture capital funded company.

thanks to sync 1.1 you can already spin up your own non-archival relays with limited backfill capacity. you do not need a full copy of the network to run one of those, BUT you may need it for appview.

appview plugs it all together, and would be the more expensive part of the system rn because it DOES need a full backfill of the network (how are you supposed to search, find new or old ppl, read their posts without a worry you're losing content on the central bsky.app appview, etc)

moderation

ozone already exists, custom labelers already exist, though none of them operate at the global level afaik. but if you have the funds, hire moderators or use auto moderation in some cases, you can get this running at "bsky pbllc" levels without the bsky llc
